Racial justice should be integral to WY's future policing

In West Yorkshire, we must learn from what happened in Greater Manchester with the aborted attempt to look at an alternative to Prevent that has racial justice at its heart. The same approach must also be applicable to the Stop and Scan pilot in West Yorkshire. How can hate crime be best prevented and addressed?
